Robert, welcome to the forum.

That is perfectly normal standard default behaviour when using RailMaster. It does it that way to alleviate issues with potential sticky point motors. If you don't want that double point firing pulse to happen, edit your railmaster.ini file to add or modify the following entry to read:

Double pulse=0

.

The line above is most likely currently set as "Double pulse=1" or possibly even missing altogether.

See page 33 of the Railmaster version 1.64 user manual for how to edit your .INI file as well as the reference to the "Double pulse" entry in the .INI file list.
