I have connected standalone track to the Prog clips on the eLink device but no power to the track.

.

That is perfectly normal. The programme track has very little measurable power applied to it.

These previous posts will go some way to describe how you set up a loco in RailMaster and programme it. Use them as a guide only, the second link post was originally written for a specific loco.

.

My post in this linked page describes how to select a Hornby loco from the Hornby database and enter it into RM. At 'Step 6' in the itemised list (that mentions programming the loco). This step is better explained in the second link (second half of my post in it).

The link below, expands upon the information described in my post in the link above, and covers setting up functions for a sound loco as well as programming the loco DCC address. You will be more interested in the second half of my post relating to programming the loco address. For newbies, I would advise initially using short DCC addresses in the range 001 to 002 plus 004 to 127 (003 reserved as the default for all new loco & decoder purchases). Once you have gained experience, then you might want to consider long addresses from 128 to 9999. Configuring long addresses requires a slightly different procedure.

As I said, use the information in the links as a guide to the principles of setting up a loco in RM from start to finish.
