Speed of my TTS locos

I have a Lord Nelson and Flying Scotsman, both TTS versions from Hornby. My problem is that I have set the speeds for cruise and shunt at set values, but the vertical throttle on RailMaster shows a maximum speed of 1. The locos will move, but only at top speed, much too fast for my track. I cannot slow them down.

This has come up before. Others have found that completely deleting the loco from the RM loco roster and then reloading it and setting it up afresh from scratch has usually cured the issue.
