Check the brushes and springs are there. Most Mainline locos I have have a small motor that clips into the chassis and the brush springs are held in place by two brass bars, if the springs are missing/damaged and/or the brushes are missing then one or the other might be rubbing on the commutator. I do have one of these locos somewhere but won't have acces to it at the moment. From memory it wasn't a great runner anyway and I preferred the less detailed but much more reliable Lima version. Also check the gears are all in place and the wheels are straight And clean.

With my Mainline Peaks I added extra pickups on the motor bogie using stripboard araldited to the bottom and pickups made from guitar string. I swapped the traction tyred wheels for those on the rear bogies of the bogies if that makes sense, as the pick up capability of the locos was so poor. The Jouef class 40s with exactly the same pick up arrangement didn't need this modification so i don't know if the metal that Palitoy used wasn't a great conductor.
