Meths or IPA. If you can strip metal parts and soak them in a container all the better, and using a suitable brush will help dislodge crud. Plastic parts which you pictures suggests your chassis is should not be soaked as these solvents can soften them, but the brush method will work. Use in a well ventilated room and be aware they are both highly inflammable and to some extent toxic.

 

WD-40 will work to some extent as it uses white spirit as a solvent to free things, but once it has evaporated the crud left behind congeals and bungs things up again. It also affects some plastics more than others as well as paint and transfers.

 

Warm soapy water is good for cleaning plastics, e.g. Loco bodies, tenders, coaches and wagons. Rinse well with clean water to avoid water marks or stains, especially prior to repainting.

I bought a mini ultrasonic cleaner. Was about £9.99 on the web. I use IPA in it and it works well. I also use jewellery cleaner on gears in it.

WD40 should be put back in the garage not the dirt of thing to use on delicate parts as it turns to crud. Good on rusty screw and bolts.

I use hand wash liquid soap, (+ soft, well used tooth brush), as washing up detergent has elements of petro-chemical elements in it.  I might be wrong, but my poor old brain cell thinks it is.!
