Class 66 TTS sound decoder

I am looking for advice on how to improve performance using a Hornby TTS sound decoder on a new Railroad class 66. I Have tested the loco using DC, it runs fine. I have tested the loco with a Rails 8 pin decoder, it runs fine. My DCC system is NCE Powercab using 128 steps for speed. When I fitted the TTS sound decoder It starts very slowly on 10 steps and speed does not increase much before step 60 and even then it virtually stops on curves, all my curves are greater than Hornby 2nd curve If I go to step 90 it will then keep a more constant speed but far too fast for most goods trains. When I need to stop and move right down to step 0 the loco keeps going for nearly a full circuit before stopping, I Have tried increasing CV 3 and 4 but it makes no difference. I sent the first TTS decoder back but the new one is just the same as the old one. Anyone got any idea how to improve the slower speed running please.
