2e0dtoeric
Another radio ham?? (I'm now m0hff) All new DCC loco's and chips are set to the default of 0003. What controller are you using? Have you put the loco you want to programme onto a separate programming track, and connected the track to the programme output of the controller? 2e0dtoeric
Will the loco run using the 003 setting? Does the Elite even recognize the loco id? Do you have other DCC locos on the track that have been reset? Is it a DCC READY or DCC fitted loco (easy mistake to make!) If it's a ready, there's no chip installed, just a blanking plate! It could be you have chosen a dirty bit of track, or the loco wheels need cleaning, before the Elite will recognize the on-board chip. They can be very fussy. If the loco will run in the default setting, let it circulate the track for a few minutes, to give all the pick-ups and wheels a polish, then try again.
