Speed Factors for Non-Hornby Locomotives

Among my stable of locomotives I have a Bachman 0-6-0T GWR 57XX Class for which I am attempting to set up scale speed for in RM. I have followed the directions in the RM Guide (Version 1.53), but the locomotive still runs at speeds which are certainly

 

not scale.

I have compared it with my Hornby 2-6-2PT 61XX running at "scale" 10 MPH and the 0-6-0T travels significantly faster with the same speed set.

One minor point is that the section of track I used to time the max speed is approx 5 inches longer

 

than that specified in the guide, but I don't believe that should make too much difference.

Any thoughts or advice would be most welcome.
