Elink reading/writing issue with r8249

Hi Adam, welcome to the forums and let's start with basics. I'm going to assume you've installed as administrator, RM is not being blocked by your virus software, your com port as in RM Setup is the same as in Device Manager, and it has updated to the latest v1.55. Is that all ok so far?

Next, have you connected to the programming output, not the track output?  Then can you read CVs including ID? And getting real values incl ID 003, not 255 which means it is not reading. If that works, now follow the instructions to change the ID, including the final instruction to write it to the decoder. There is a button for that at the bottom of the loco setup screen and the instructions aren't very clear on this last step.

Unfortunately even I sometimes have to ask: 'Have you read the manual'

I know its a large document, and us guys normally don't need any instructions, but this system is compelx and actually the Hornby manuals are well written and very easy to follow.
