The figures are a bit of a mish-mash. They are in shirt-sleeves which would better suit the later Indian Wars, though they usually wore the brimmed had at that time rather than the cap. Union cavalry were issued with grey shirts (some preferred their own garments), and because of the risk of friendly fire, it wasn't long before orders were issued stating that troopers must wear their blue coats when on patrol. So, these are either operating before those orders were issued or training within their barracks/fort/compound.
