A lot will always depend upon the era and location that you are most interested in.

If one assumes we are talking about the BR steam era 1949 -1968 then the following are pretty much universal.

BR Mark 1 BSK and CK carriages

BR Mark 1 BG and CCT

SR PLV Luggage Van

LMS 50ft Bogie Brake Van

BR 16 ton Mineral Wagon

BR 12 ton Ventilated van

20 ton  'Air Ministry' type Tank Wagon

22 ton BR / LMS / LNER Plate Wagon

BR 22 ton Presflo Cement wagon

BR 20 ton Grain Van

BR/LNER 20 ton Standard Goods Guards van

GWR/BR 11 ton Cattle Van

GWR 20 ton single ended Goods Guards Van

LMS 20 ton Goods Guards Van

BR Standard  350hp diesel shunting locomotive

BR 4MT 2-6-4T / LMS Fairburn 2-6-4T

LMS 5MT 4-6-0

GWR 57xx 0-6-0PT

And that is pretty much IT.

The reason is that all these would have commonly worked in four or more regions at one time or another.

Certain other BR Standard types could be included, especially the 7MT Britannia, 5MT 4-6-0, 4MT 4-6-0, 4MT 2-6-0, LMS Ivatt /BR Riddles 2MT 2-6-0, Riddles  3MT 2-6-2T, Ivattt / Riddles 2MT 2-6-2T, WD 8F 2-8-0, and 9F 2-10-0 (But not Crosti or Evening Star!)

Adding in diesels the Brush Type 2 A1A-A1A and Type 4 Co-Co, English Electric Type 1 Bo-Bo, Type 3 Co-Co, and Type 4 1Co-Co1, Sulzer/Derby Type 2 Bo-Bo, Sulzer type 4 1Co-Co1 and Brush Type 5 (Class 56). The Metro Cammell and BR  Derby blue square twin DMUs should also be staple products.

Bringing the story a little more up to date (diesel era late 20th Century) -

The HST, Class 142, 150 & 156 DMUs are all essentials together with the class 56 diesel. Mark 2d/e carriages might also be included. For goods stock I would suggest the HAA Merry Go Round hopper , FGA/FFA freightliner flat,  BAA steel carrier, VDA van, SPA open wagon , TTA tank wagon,  TEA bogie tank wagon. and Blue Circle PCA cement tanker.

I shall draw a veil over the post Privatisation era . Not my scene at all!

Taking that theme further adding in the common pre-Nationalisation types then the Hall is definately a strong contender, with the Black 5 of course, and for Eastern Region, the B1 and the Southern the Maunsell 'N' 2-6-0. If you wanted to add heavy goods engines then the 2884/3800, Stanier 8F, O2  2-8-0s and Q1 (0-6-0).  Drilling down further becomes more difficult as the regions start to fragment into smaller areas. The Fowler 3F tank and 4F tender, the various Ivatt 2MTs , the LNER J50 and N2, and the GW 57xx, 94xx, 56xx all had wide distributions, but other LNE classes and almost all Southern classes were very much restricted in area of operation.

Versatile express passenger classes could include Castle, Jubilee, Royal Scot, A3 & V2,  Bulleid Light Pacific and Maunsell N15 King Arthur.

Interestingly nearly all these locos are usually included in the main ranges.
