Hornby R2948X East Midlands HST Running problem

I bought a ‘brand new’ Hornby East Midlands HST pack a while back. It runs ok on DC, albeit a little jerky, but on DCC operation the motor cuts out every time I get above a speed step 8 and the train comes to an abrupt halt. It’s not shorting out as the directional lights stay on the whole time. I have tried both the standard Hornby decoder it came fitted with (R8249)and a Hornby Valenta TTS decoder and the same thing keeps happening so it must be the train. Any ideas anyone? Thanks in advance.

Here I should a video I uploaded of the issue:

I also read this in the decoder manual that came with the train: ‘The current for all the decoder outputs is supplied by an internal rectifier with a maximum current of 1 Amp and the rated continuous current is 500mA.The sum of all currents to the motor and the function outputs should not exceed 500mA at normal continuous operation and cannot exceed 1 Amp. If the motor current exceeds 500mA the decoder will automatically cut off power to the motor.’

Could that be the problem? Do I need to fit a decoder with a higher amp limit?
