DCC Elite won't power up.

Have you got access to a multimeter that you can use to measure the output voltage of the power supply. It should be 15 volts DC with the centre pin positive.

Obvious question really - it has to be asked, but have you checked the mains plug fuse?

Have you used finger pressure to manipulate and rock the DC connector on the rear of the Elite to see if it is a loose power connection?

Have you run the DC lead through your fingers to feel for any possible broken wire?

If the checks Chris has suggested are OK, try a self test power up by holding the LOCO button down as you power it up. Release when you see Hornby on screen - if that actually happens.

There has been a case recently reported of an Elite cranking up ok but after about half an hour the screen goes blank but loco control is still possible. You could try a normal start and after allowing time to boot up see if loco 3 responds to throttle.- if you have a loco on address3 that is. Loco 3 being the default address loaded on start.
