Cutting decals

Hi, i’m going to have to put a decal over a hatch that opens on my model.

The decal will overlap the hatch & the fuselage.

Do i fix the decal whole whilst the hatch is closed & then cut it after to allow the hatch to open or cut it prior to applying it & attach the 2 halves separately in their respective positions ?

I would lightly tack the hatch in the void it covers, apply the decal, let it thoroughly set, use a sharp scalpel to cut around the edge of the hatch, then remove the hatch to fix in the desired position at your leisure.
