With respect, you can ask the same question as often as you like, but it is unlikely to illicit a different answer to ones already given.

The fact that this new 9f will have an 8 pin socket (if you say so) is immaterial, many here have fitted TTS decoders to Bachmann 21 pin locos using Bachmann's own 21 pin to 8 pin adaptor. Thus fitting it to a natively 8 pin loco will be even easier. As other's have said in the replies linked above. It's all down to the speaker and the physical space to fit it. With a high probability that the supplied Hornby speaker will need to be replaced with a smaller sugarcube alternative.

R8113 9f TTS Decoder. Has got quite a large round speaker that looks to be designed for Tender located decoder and speaker. So if the Bachmann has a loco located decoder socket (more likely), then you will more than likely need either a new smaller speaker to go in the loco or extend the Hornby one into the tender subject to space and speaker mounting suitability.

Maybe on this auspicious date the answer could be modified to suit. Tomorrow I may change my advice.

Yes you can fit an 8 pin decoder to a 9F but you may have to tape the speaker on top of the boiler.
