Apart from the 'obvious' examples from the Hornby range of the 0-4-0T Peckett family and the new Diesel with match wagon now arriving and leaving from a stockist near you...

 

Locomotives designed to work in confined spaces such as Ports and Industrial Works characteristically have a short wheelbase to help negotiate the tight corners.   So while the scale Hornby Class 08 is a good example, the Railroad version using the 'standard 0-6:0 chassis' is not.   

 

 

Tram locos ( replacing horse drawn trams but preceding electric trams) would also be designed for tight corners , and, for street running, have covered wheels. 

 

The 0-6-0T Pecket would have more pickups and grip than the 0-4-0T version ( assuming proportionally more weight to give the same load per axle)

 

The USA tank  and Sentinel and Tram locos via Model Rail Magazine would therefore be suitable candidates depending on your area.

 

A final thought .... Fireless Steam Locos  were used in environments where having flames to heat the boiler would be dangerous ..... And a visual characteristic of these is usually that the pistons are at the cab end making control easier.  The 'boiler' part also being an insulated (steam chest or cylinder or 'gas' tank ) with no firebox.
