I doubt it is 'Nothing cost wise to produce these compared to the R&D that goes into new aircraft or armour kits'.....

If anything the amount of research required will be way, way greater from a time where there is little or no formal information. Even the chemical compositions for the dyes used for the uniforms are subject to some conjecture. Even the word 'red' covered a range from almost yellow through orange, russet brown to what we now call crimson. And that's just colours.
