Changing CV Value with Z21

Hi

I trying to change the CV Value in a Hornby Flying Scotsman with TTS sound.

I place the loco on the programming track and set the mode to Manual. I could not read the CV Value but I understand the Z21 can only read Fleischman and Roco locos. I entered the CV Value to 1 and pressed Set CV. The Z21 clicked and the blue light turned green.
I placed the loco on the main track and no joy. I went to the Basic screen and changed the Loco address to 3 and Hej Presto it works perfectly!!
I just wonder if the decoder is “hard coded” to 3 and my attempts to change the CV Value don’t write over it.
Your comments please.

Z21 should be able to read and program any NMRA compliant decoder, not just Fleischmann or Roco. I don't have one but it seems to be a well respected system used by many many people with many many different brands of decoder.
I've never heard of a decoder "hard-wired to address 3", not even ancient ones which were limited to 99 addresses.
