Do HM7000 21-pin decoders need to be wrapped?

As I understand it, the reason we wrap decoders in materials like Kapton tape is to prevent any part of the decoder causing a short or being damaged by making contact with metal parts within the loco or tender.

The way the HM7000 21-pin decoders are designed means that they are fixed solidly in place and therefore can’t move around and make contact with the tender chassis.

Is it worth it, or even necessary to wrap this style of decoder?

As unnecessary as covering electronic components within a computer or other device would be. With a fixed decoder the only thing you need to ensure is that any loose wires or internal body detailing (that could touch decoder) is insulated or made of a non-conductive material & ideally is taped or cable-tied away from/around decoder.
